How do I change the language for the file attachment input button?

Environment:

Oracle B2C Service

File Attachments, CP, Chat

Resolution:

The language used on the file attachments dialog for your Customer Portal pages is defined by the browser/OS being used.  The language and format will not display based off the language pack associated to the specific interface but rather by the browser and operating system settings.
